^ t ! leir vessels 1 and the assortment of cargo that will best suit
their individual steamers and that the ideal assortment of cargo should be put
before them as one that fills their ships to the hatches, that pul them down to
their marks and enables them to carry the maximum deck load. Some of the
suggestions that may be made will probably, or at rate possibly, not be feasible
or perhaps desirable, but many of them I think will be found to be eminently
profitable, and if the Masters are asked on patriotic grounds to do what they
can to carry the best cargo possible I shall be surprised if it (is) not found that
the absolute limit of deck cargoes are carried and that store rooms and other
enclosed spaces on board the steamers are cleared and filled with cargo and
even that light and unobjectionable cargo does not find its way into unoccupied
cabins and alleyways, especially in the second class, of course in respect of the
cabins I have the purely store ships not carrying passengers in mind. I may
mention that m several cases when I asked Masters why they did not do this or
that tfimr reply has been that their hands have been tied by peremptory orders
to fill up with certain cargoes or to do things in some particular way.

The volume contains a chronological list of brief summaries of papers relating to the activities of the Indian Expeditionary Force D (also known as the Mesopotamia Expeditionary Force) between 1 and 15 December 1917.
