steamer cannot have been near her marks could you arrange for China steamers
to put up to 6 feet high even if steamer lost some of her deck load on passage

YourM. K.-670. This proposal may be complied with in some of the
Chinese steamers provided these vessels can be given sufficient deadweight
cargo to commence to stiff (en ?) them. Some Chinese steamers have light
rails on upper deck on bulwarks do not consider it will be advisable to put
deck cargo on these vessels as it would most likely tear the rails out in a
seaway. Will endeavour-to do what I can in this direction.

Your M. K.-756 consider Master “ Hauroto ” objection to carry deck
cargo a fair one. Vessel very cranky and loaded to near her marks which
would be too deep for Basrah, she is liable to take a cant and sit there,

As a result of his enquiry into Marine Transport work at Karachi, Mon-
teath advises the institution at that port of organization for the selecting,
handling and loading of steamers on same lines as in force at Bombay. This
work is at present performed by military staff of Embarkation Commandant
at Karachi and Monteath considers most economical use of tonnage is not
being effected. I agree that the change is desirable. Hitherto I have not been
in a position to reinforce staff of Principal Marine Transport Officer sufficiently
to enable him to undertake this work. But consequent on release of Buchanan
of three officers hitherto working under him I shall he in a position to do so in
about 10 days’ time. If you concur please inform Embarkation Commandant
that Principal Marine Transport Officer will assume control of this work as soon
as his staff is strengthened and I will instruct Principal Marine Transport
Officer accordingly.
