to—The Chief of the Imperial General Staff, London.
Major-General Freeland has arrived in India with his staff. He reported
himself here yesterday and handed me a copy of your instructions, dated 18th
October, No. 0.-1-126-361 (Dy. No. 84175). It is presumed he will report
direct to the Government of India as chairman of the Committee referred to in
paragraph 7 of your orders and will also report to you direct upon the items
enumerated in paragraph 1 of your orders.
2. Re the number of Divisions mentioned in paragraph 6 of your orders.
Are cavalry divisions included in them or those cavalry divisions to be estimated
in a proportion commensurate and in addition to the increased size announced
which we presume have not since been altered.
Freeland leaves Delhi to-morrow and embarks on Monday next.
