Since transhipment at the bar is destruction (ve) to animals, ruinous to
equipment, and entails loss of time, it is most essential that all vessels selected
should be able to load at Basrah port. Mounted troops are referred to more
particularly in the above.

From—-The General Officer Commanding, Force “ D,” Baghdad,
To—The Chief of the General Staff.
Your telegram 77936 of November 18th. Statements as to ill-treatment
are denied. Would he glad if special cases could be quoted. Eleven stations
closed down on Nasiriyeh line. Not possible to close stations on Baghdad, line
owing to heavy traffic. Neither staff nor material available for extension of
telenhone working. Begimental signallers are used to work railway telegraphs
when detachments are located in stations but cannot recruit from fighting uni s
for railways. Have also attached 30 telegraphists to Bailways. The class of
men recruBed by Telegraph Department is suitable, if Railways will pay the
price. Director of Telegraphs thinks they will be available. Suggest th
terms suggested in my A.-2260 of September 14th (Dy. No. 62806) would
secure re-engagement.

Proposal to make Basrah port of registry. We concur in following from
Cox Beains : I incline to the view that the question should remain in abey
ance till the end of the war, in view of the legal difficulties evidently involved,
and of the fact that only one application has hitherto been made as tar as I
know for registration of a ship. Ends.
This is with reference to your telegram 1st October.
