The opinion of the Admiralty is that concerted naval and military action
against the Bolshevio flotilla in the Caspian Sea should be initiated as soon as
possible.
We endorse this policy but Admiralty have been informed that Thomson’s
force at Baku is not yet strong enough to ensure that success will be certain.
You should discuss matter with Thomson with a view to carrying out
these operations when you have|reinforced the latter sufficienty.

A surprise attack was made by Turoomans on enemy position at the
front. Several casualties were inflicted and much disorder caused. It is
reported that the morale of the enemy is very low.
