Your telegram, dated January 4th, 12 -S. (Diary No. 1663). My telegram,
dated November 4 th, 9483, to Secretary of State for India.—Begins.—I am
desirous of obtaining loan of services of a few pilots and. observers of, or
attached to, Royal Air Force, Mesopotamia, who have specially good.educa
tional linguistic and other qualifications and are desirous of joining civil ad
ministration. Terms of service will be same as for other military officers, that
is, temporary employment without guarantee of permanency. I am, as you
know, very short (of) officers and this (these) young men are admirable
material. Officers of Royal Air Force have not hitherto been available

for civil employment and I am anxious (to) be able to draw probationary
officers from this source. Officer Commanding 31st Wing concurs and is ready
to facilitate above but requires authority of Air Ministry. Could you kindly
approach the latter and ask them to authorise Officer Commanding 31st Wing
to place at my disposal services of a few officers who are desirous of and re
commended for temporary civil employment in this country. Their salaries
will be met from local funds as usual. General Officer Commanding approves.

Survey and classification of animals must he completed before number of
horses and mules to be returned from Mesopotamia to India can be reported.
Arrangements can be made with Director of Royal Indian Marine for return
of animals in the horse and mule ships at present in Indian waters. It. is
suggested that definite number of vessels be placed at Director of Royal Indian
Marine’s disposal and that I be permitted to arrange, direct with forces con
cerned, the programme of evacuation.
