Village Munsifs have been appointed and invested with
summary power sextending to suits for recovery of amounts
not exceeding £1. One hundred and forty-five such
appointments have been made, and the individuals are pro-
nouncedfairly competent. The office is purely honorary.
Many of the Village Munsifs have hitherto had no suits
instituted in their Courts, but others seem to have had a
fair share of work, and two in the Ahmednagar District
have disposed of nearly 300 suits, chiefly, however,
against indigent weavers, and thus having no particular
connection with the main object of the Act. Fourthly,
a special Judge, an Assistant Judge and a special
Subordinate Judge have been appointed to inspect and
revise the work of all the subordinate establishment in
lieu of the ordinary right of appeal which has been
withdrawn.
Besides the measures above detailed, other changes, with
a view to the end already stated, have been introduced.
Professional legal advisers have been excluded altogether
from the Courts of the Conciliators and Village Munsifs,
and also from the Courts of the Subordinate Judges
when the subject-matter of the suit is of less than £10
value, unless for special reasons professional assistance
seem to the Subordinate Judge to be necessary. This
provision does not seem to have proved popular; in the
absence of the Vakil Elected representative or attorney, acting in legal matters such as contracting marriage, inheritance, or business; a high-ranking legal official; could also refer to a custodian or administrator. frequent personal attendance is
required of the parties, and the waste of time and even
money thereby involved is complained of as outweighing
the bm den of retention of counsel. A most important
change is that which renders it obligatory on the Court to
inquh e into the history and merits of every claim brought
before it with a view to testing its bonafides. This provi
sion is naturally unpopular with the sdoktir, and is believed
to have greatly influenced the number of suits instituted
since the Act came into operation. Interest too, is not
to be awarded to an amount exceeding that of the capital
as ascertained on taking the account. The person of
