(Repeated Chief of the General Staff, Delhi.)
Following very secret, and has reference to your 488h7-Cipher M. 0.-2,
dated 22nd December (? 48486) (Dy No. 87312). I have troops in Khaniqin
at the present moment and am sending an escort to Karind to meet ana
bring hack a wireless detachment which at Kermanshah has been working
with Russians. The nearest Turkish troops are at Kifri, and they are not
likely to advance south-ease owing to the fear of our attacking them. If
without escort, local native convoys are liable to be looted by the. tribes
between Khaniqin and Karind but just now I consider that any resistance
other than tribal on this route is unlikely and that any columns we may care
to send will be safe with a moderate escort.
Effort is being made by us to bring the local tribes to our side, but they
are at present under the influence of certain German agents who are in
touch with them. If they are still disaffected towards us by the end of Febru
ary I anticipate no difficulty in keeping free from molestation any detachments
moving between Kariud and Jebel Hamrin.

The return of serviceable gunny bags is very important to ensure economy.
Purchases in India very heavy and it is possible to utilise at least twflee all
serviceable 80 lbs. bags for grain, rice and other cereals. Request careful
attention to matter as our monthly despatches must presumably be greatly m
excess of utilisation by you for local resources and sundry purposes.
