With reference to a letter No, 843-Est. B., dated the 10th May 1916, from
the Assistant Secretary to the Government of India in the Foreign and Political
Department to my address. 1 have the honour to inform yon that complete
budget estimates of receipts and expenditure in connection with the administra
tion of the Occupied Territories were prepared under my orders in March last
for the approval of the Army Commander. The statement comprises full
information regarding the actual receipts and expenditure of the local adminis
tration for the periods 1914-15 (3 months only) and 1915-16 together with the
original and revised estimates of the latter vear.

2. A copy of the estimates would have been forwarded for the information
of the Government of India but for the lack of copying facilities and the
inadequacy of my clerical staff. 1 propose, therefore, to send the original copy
of the estimates with Mr. Fkilby for the information of the Government of
India on his approaching visit to Simla, when the question of the audit of the
accounts of the Occupied Territories will be under discussion.

In continuation of the correspondence ending with ray letter No. 14-75-8*
dated 1st June 1916, on the subject of the finances of the Occupied Territories*
I have the honour to intimate that my Financial Assistant, Mr. H. St. J. Philby,
I.C.S., leaves for Simla by the same mail as this letter.
2. I am sending with him a full Note on the subject which makes it
unnecessary for me to go into detail here. From that Note it will be seen
that according to my understanding of the position there are two issues requir
ing disposal, the second of which depends upon the nature of the decision
arrived at in regard to the first. They are—
[a) The nature and extent of the powers, under the provisions or tradi
tions of international law as applied to land warfare, of the
