administration subject to any restrictions imposed by you. As the adminis
trative control of occupied territory is vested in you, it is considered desirable
that general financial control should also be vested primarily in you; but that
it would be unnecessaiy for you to interfere in unimportant details of such
administration. It should not be difficult or impracticable for you to introduce
in consultation with Chief Political Officer an arrargerrent defining the class
of cases which should be submitted for your approval before sanction to ex
penditure is accorded by the Chief Political Officer on your behalf and to
prescribe nature and extent of detail which should be submitted to you in such
cases.

War Office leather representative in India advises that horse, mule and
camel hides can be profitably used in England for Military purposes^ I hey
should be drysalted and if direct freight available from Basrah consigned to
Director of Army Contracts, London otherwise to J-W. Macfarlane, Assistant
Controller for Hides at Dharavi in Bombay for transhipment to London. Can
you arrange to recover and drysalt such hides satisfactorily? If so will advise
War Office and arrange with Indian Munitions Board accordmgly.

be most useful in Mesopotamia and should be reserved if possble for this
purpose.
