I propose to utilise surplus accommodation on hospital ships for giving
convalescents who need it, benefit of rest and change ensured by sea trip to
India. Such individuals would.be returned by • first outward hospitalsh.p
from India and would be kept on strength of force and on hospt al books as
patients. do not recommend that ships should make special trips fnrth s
purpose. This scheme will be given a trial on hearing from you that no
difficulties would arise in Bombay>

Your telegram 62695, September 15th. “ Houroto arrived July 22nd
with firewood “ Innanmincka ” and “Ismaila” completed discharge of
firewood July 27th and July 30th. “Houroto” might then have starred but
“ Bandra ”, (timetable?) transport. with firewood, arrived July 31st ai.d
“ City of Sparta ” arrived July 27th and was awaiting craft. It was necessary
therefore to work “ Bandra ” at once and more economical to concentrate on
•“ City of Spaita "a big ship, as soon as possible at < expense of ship like
• Houroto ”. " Houroto ” finally completed discharge in 5 days. Houroto
on second occasion arrived on September 4th with 640 tons of firewoood. Fol
lowing steamers then in port with firewood Braunfels 506 tons “Kwongseel
470 to is, “Hanyang” 703 tons, “Chusang ’ 854 tons. ‘ Muttra arrived September
7th with 1,712 tons. Could have started “Houroto instead of Aluttra on
September 8th but as sufficient craft for large steamer but insufficient craft lor
“ Muttra ” and Houroto ” available it was more economical to start • Mut
tra” and postpone starting “Houroto” till “Hanyang” and “ Chusan
sailed. “ Houroto ” this time discharged in 4 days. ‘ Houroto detention
was not due to bad unloading gear. As regards bunching of storeships. Septem
ber programme in your telegram No. 61427 Septemoer 10th indicates some
bunching of firewood ships. Programme states fuel and fodder sup eaving
in proportion of four to three cubic measurements of tonnage.^ Following
ships already arrived or en route. Firewood ' Muttra, \ aiyang, r an ^.
“Pakhoi ” “Kamuning,” Fodder ‘Fausang. , ‘ Kepong,’ Hashing and Thessaha
Latter with 500 tons of Bhoosa. Taking Muttra as equivalent to two, and
“Urlana” to three Chinese ships, and “Thessalia” half a Chinese ship firewood is
in proportion of 8 to 3I, this may (might mean detention as to-day as there is not
fodder^ ship in port and “ Haiching ” and “ Thessalia only fodder ship^
en route. You state China coasters take an average of 800 tons of fodder^
Average works out at about 400 tons of hay, 800 tons of Bhoosa. Lignern
from Gothenburg, cargo of empty date boxes and a deck load of bmotr, lat .r
purchased by Government. She loads dates for New Yoik.
