figure correct except average discharge which was 2,700. Average num
ber of vessels in port 28, but this includes programme reinforcement ships
which should not have been counted as they carry little or no cargo. Cause
of delay, extreme heat reduced output of labour and caused shortage of barges.
More labour has been obtained and has commenced discharging vessels at new
port Nahr Umar, thus relieving Basrah where wharfage is not sufficient for
cither barges or ships. Average tonnage discharged July 31st to August 6th
js 3518 tons daily and this will improve as new port develops. It must be
remembered that large number of ships in port is due to having many small
China Trade ships instead of fewer larger ones.

The following telegram is addressed to the Secretary of State for India
and repeated to the General Officer Commanding, Force “D,” Baghdad : —
M e consider that although river conservancy especially on Tigris is
paramount, irrigation measures on Euphrates may be necessary as maintenance
works and that Sir Percy Cox should have an adviser available for this pur
pose. W 7 e do not consider that fo** this duty, a man of Sir George Buchanan’s
eminence is necessary. The General Officer Commanding, Force “ D,” is
being, asked whether he can make a suitable man available.
