Your wire of July 2nd, No. 7985. My telegram of June 24th approved of
additional announcement proposed in your telegram of June 20th. Did you
not receive it? You may make announcement at once.

Your telegram of 5th July. I received your telegram of 24th June, but
assumed that it referred to my telegram of 20th June, 7432, vide my telegram
of 25th June, 7736. Announcement will now be made.
NOTIFICATION.
Whereas by notification dated the 17th June, 1920, it was announced that
His Majesty’s Government has authorised the calling into beino- of a General
Elective Assembly.
And whereas preliminary to the calling into being of the said General
Elective Assembly it is necessary to decide on an electoral law under which
such Assembly will be elected and to make other arrangements.
His Majesty's Government has authorised the Acting Civil Commis
sioner to invite the leading representatives of various localities to co-operate
with the Civil Administration in framing proposals under which the election
to the said General Assembly will in due course be held and in making the
necessary arrangements for electoral areas the preparation of the registers of
electors and other matters preliminary to the election of the General Assembly.
And inasmuch as there are at present in ‘Iraq individuals who were the
representatives of ‘Iraq in the Turkish Senate or the Turkish Chamber of
Deputies, and who therefore have experience in matters relating to elections
and in the discussion of public affairs, all these ex-Senators and ex-Deputies
have been invited by the Civil Commissioner to come to Baghdad at an early
date and to sit as a Committee for the above mentioned purpose that is to say
to co-operate with the Civil Administration in framing proposals under
which the election to the said General Assembly will be held and in making
the necessary arrangements for electoral areas, the preparation of registers of
electors, and other matters preliminary to the election of the General
Assembly This Committee will be invited to elect a President from amono-
i lieir number, and to co-opt additional members from areas which owin«- to the
death or absence of the former deputies, or from some other cause, are not
already represented. The number of Deputies to be co-opted, and the loca
lities from which they are to be selected, shall be settled by the Committee m
communication with the Civil Commissioner. ^ ' '

The volume consists of correspondence, memoranda, drafts, and departmental notes relating to rebellion against British mandatory rule in Mesopotamia [approximately corresponding to present-day Iraq], later known as the Iraqi Revolt of 1920.
The volume covers the period from the start of unrest in May 1920 to British imposition of control in October of the same year. The majority of the volume comprises reports from political officers across Mesopotamia on the situation in their respective divisions and districts.
Other matters discussed within the volume include:
- The suspected causes of the uprising, including fears of ‘Bolshevik’ and pro-Turkish influence
- Settlement of the border between Syria and Mesopotamia
- Military strategy and operations, including the need for reinforcements
- The severing of British lines of communication, particularly rail
- The efficacy and principles of the use of armoured cars and air raids as means of control following numerous cases of misidentification and disproportionate force that resulted in the deaths and injuries of innocent people
- Political and civil policy in the region
- Identification and arrest of some of the leaders of the rebellion
- The prominence of events in Mesopotamia in the British press
- The question of disarming the tribes following the suppression of the rebellion.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence. A second divider is included, for File 4722/1918 Part 7, entitled ‘Mesopotamia: Sir A. Wilson’s invitation to Syrian Baghdadis’. The volume is arranged in approximate chronological order, from the rear to the front.
The subject 4722 (Mesopotamia) consists of ten volumes, IOR/L/PS/10/755-764. The volumes are divided into twelve parts, with parts 1, 2, 3, 4, 5, 6, 8, 9, 11 and 12 comprising one volume each. Part 10 is missing. Part 7, entitled ‘Mesopotamia: Sir A. Wilson’s invitation to Syrian Baghdadis’, was transferred to File 5268/20 Parts 1 and 2 (see IOR/L/PS/10/913).
