Battery present in Mesopotamia on 1st October excluding men attached from
other units and excluding all men sent to India invalided or for change of air;
(5) estimated number of men of above units in Mesopotamia to be despatched
to England by 31st March 1916 time expired ; (c) number of men belonging
to above units in India on 1st October.

Persia. General Nixon telegraphs to say he has received news from
Sir P. Cox, at Basrah that Grahame, who is His Britannic Majesty’s Consul
General at Isfahan, has telegraphed to say that after destroying cipher codes
he left Isfahan for Ahwaz on 14th September and expects to arrive about 14th
October at Ahwaz. At this intelligence both Nixon and Cox express their
a^egret. It is added by Nixon that he has lately been at great pains to reassure
^European staff employed at oil-fields regarding situation, on arrival of Isfahan
Consulate staff in neighbourhood of oil-fields, after having evacuated Isfahan,
may have deplorably bad effect in that place, as it will again disturb minds of
Anglo-Persian Oil Company staff.
There is no news to hand as yet of developments at Isfahan which
prompted Grahame’s departure at a time when the Persian Government had
shown themselves to be more amenable to reason. I am in accord with Nixon’s
opinion that this course is regrettable and I trust that there is no idea of
Grahame remaining at Ahwaz and thus increasing our responsibilities there.

In case it is conceivable that after occupation of Kut-uL-Amarah by^our
troops, as is expected in near future an advance on Baghdad may be decided
upon, I venture to suggest Government of India should have in readiness a
communique for Mahomedan press, for use when the proper moment arrives,
preparing them for event by a recapitulation of developments that have led
up to present juncture ; expressing our intention of treating inhabitants as a
friendly population, as at Basrah, so long as their attitude is satisfactory ; and
repeating assurances of non-interference with Holy places and brief (ly) to
introduce consideration of arrangements for pilgrims of all nationalities both
in Karbala, Najaf, and other Shiah shrines as well as in Baghdad itself where
special arrangements will be made on similar lines in case of Sunni shrines of
Abdul Qadir.
