With reference to Marine Department letter No. H-7264 {not in Diary'),
dated 24th August 1915, I have the honour to request that, before taking any
definite steps in the matter of engaging ofiicers, the Government of India may
be pleased to obtain and furnish me with the following information with regard
to the paddle steamers, stern wheel steamers, etcn—
( 1 ) Dimensions.
( 2 ) Draught.
(3) Type of engines of the paddle steamers—whether fixed or inde
pendent.
(4) Type of engines of the stern wheel steamers.
(5) Tonnage.
( 6 ) Whether armed or unarmed.
<7) Period for which officers are required, for duration of war only
or for permanent service in river.
In the meantime, as almost al] available and suitable mercantile marine
officers in India have already been engaged, it is recommended for the favour
able consideration of Government that officers, including Engineers and Gun
ners for the steamers, should be engaged by the Bight Hon’ble the Secretary of
State for India. These officeis should be appointed for temporary service in
the Boyal Indian Marine and, as far as possible on similar conditions and scales
of pay to those prevailing in the steamers already in Mesopotamia.

In reply to your letter No. 5598 {Dy, No. S.-21861), dated the 7th
September 1915, on the subject of the employment of temporary executive and
engineer officers and gunners for the river steamers which are being obtained
from Home for use with Indian Expeditionary Force “ D,” I am directed to
forward herewith for your information a copy of Despatch No 78, dated the
20 th August 1915, to the Bight Hon’ble the Secretary of State for India, on the
subject of the requirements of the General Officer Commanding, Indian Expedi
tionary Force “ D,” in respect of river craft, and to say that the vessels in
question will be unarmed.
2 . As it will be necessary to inform the Secretary of State for India of the
terms on which it is recommended that the officers and warrant officers for the
vessels in question should be appointed, I am to enquire whether you consider
that temporary Lieutenants and Sub-Lieutenants,engaged on the terms sanctioned
for temporary Boyal Indian Marine officers in Marine Department telegram
No. H.-3457 {Dy. No. S-4041), dated the 25th February 1915, and letter No.
H.-4587, dated the 1 st May 1915, will be suitable to command and officer the 6

- Conversations between Sir Percy Zachariah Cox, Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , and the Shaikh of Muhammareh [Khorramshahr] with regards to negotiating with leaders of the Bakhtiari [Bakhtīyārī] tribal confederation to protect the oil fields and ‘maintain order’ in Arabistan [Khuzestan]
- The rejection of Turkish forces from Najaf [An-Najaf] by the local population
- Discussions about how to govern holy places between the Basrah [Basra] Vilayet [a province under the Ottoman Empire] and Baghdad in anticipation of them coming under British control, and the extent to which the Persian Government should be consulted on this matter.

- The Quartermaster General’s Embarkation Statement, listing reinforcements and details for Force D which embarked at Bombay [Mumbai] and Karachi (ff 128-134).
The vast majority of material in the volume dates from September 1915, with the exception of a small amount of material which dates from May, June and August 1915.
