Should be grateful of your assistance in following matter. Have a large
number of temporary sub-Lieutenants R. I. M. and Lieutenants here in command
of river fleet. Some of. these officers have been employed on above service
tor oyer a year and in many cases performed exceptionally good work.

Am therefore desirous that they should receive some recognition not only as
regards selected individuals but for the encouragement of whole class. Mill*
tary Cross cannot be awarded as by its rules can only be given to an officer of
land forces^ D. S. O. could be awarded but consider it should be reserved for
cases of different nature to that under reference.
Am of opinion Distinguished Service Cross would best meet the case

asR IM Officers are liable when called upon for service with His Majesty’s
fleet it is hoped that they might be held eligible to receive (it). Would he glad
to know if you think it would be possible to move Admirallty to arrange that
you be specially empowered to award 6 Distinguished Service ' Crosses at once
and subsequently say 2 crosses per mensem to officers of R. I M to be selected
by me in consultation with S. N. O. Mesopctmia. There are at present 151
officers navigating river fleet on Mesopotamia rivers. This number will increase
as fleet increases. Feel most strongly that step should be taken to recoginse
tangibly services performed by these officers but that it is practically impossible
unless proposal now suggested or some similar one can be adopted.

  • Communications with the French Army
  • ‘Friendly Kurds’ between Amadia [Amadiya] and Neri
  • Arrests of high-level German army officials in Persia
  • Functions of the Arab Bureau
  • Construction of railways
  • Proposals for a modified inspection centre at Fao [Al-Faw] to prevent enemy ships entering the Shatt-al-Arab
  • Violence at Karbala [also rendered in text as Kerbella], including copy of a letter describing the events written by inhabitants of Karbala and addressed to the Persian Government and leaders of the Kashgai [Qashqāy] and Bakhtiari [Bakhtiyārī] (ff 85-86).
