Christians, Amadia is very important strategically as
being high ground v/hich commands the routes to Dohuk,
Akra, and even Zakho, which are all in our area.
Amadia is, during a considerable part of the year,
practically inaccessible from the north, and for this
reason its separation from the vilayet of Mosul about
twenty years ago proved a failure and was cancelled.
All its economic interests are with Mosul, and it has
none v/ith any Turkish place further north.
It is thought that Amadia might be claimed as a
mere rectification of the frontier on a point of detail,
but it does involve giving us more than the Treaty of
Sevres did. In return we should have no objection to
giving back to Turkey the piece of country north of the
river Khabur which is put inside Iraq by the Treaty of
Sevres. This river would thus form the frontier. Turkey
would acquire a piece of fertile country of much more
economic value than Amadia, and the exchange would
probably be in her interest.
In the last resort we could make some further con
cessions in the matter of territory by giving Turkey a
little more on the Persian frontier, and even by giving
her the IJerva Raikan country, but this is undesirable as
it would involve the surrender of the homes of several
repatriated Assyrian communities.
It would seem that the only point which deserves to
be made the subject of major negotiations is the return of
Amadia. The other matters are rather details which could
probably be arranged by a supplementary agreement for the
rectification of the frontier.
