Government may feel with regard to any application to the League
of Nations is baaed upon the idea that since Turkey is not a
Lember of ti^e League, Turkey will not receive the equality of
treatment, th at perfect fairness, that absolute justice, which
every nation has a right to ask for from the League, to which
all nations are invited to belong. This is a great error.
The only possible justification for it lies in the special
wording of Article 17. Article 17 will certainly be one of
the Articles which will be invoked if the unhappy contingency to
which I have referred is possible, though not I trust probable.
The first paragraph of Article 17 runs as follows:-
*ln tm event of a dispute between a Member of the
N League and a State which is not a Member of the
“League, or between States not Members of the League,
“the State or States not Members of the League shall
“be invited to accept the obligations of Membership
"in the League for the purposes of such dispute.”
(these are the critical words) -

“upon such conditions as the Council may deem just,”
Well it is possible to interpret these words as leaving it
open to the Council to say that Turkey will only be asked to
take part in our deliberation© of this subject upon teems of
inequality with the other members of tlie Council. The suppos-
-ition is grammatically justifiable; in other words, it is not
inconsistent with the actual wording of Article 17, but it is
wholly inconsistent with the intentions and the policy of his
Majesty’s Government, and I tnink X may say with absolute con-
-fidenee also with th® intentions and views of my colleagues
who sit round this table, ahouid the eventuality ultimately
