I attach, a rather detailed minute as to the
oil in Iraq and the history and present position of
the claim of the Turkish Petroleum Company , (a
British concern).
It would perhaps be anough to say in your
speech on Monday, if Ismet Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. raises the question
of oil that the British Government are asking for the
retention of Mosul by the Iraq State on the merits
of the question as already developed by you: that
since the motives of the British Government have been
impugned inside and outside the Conference, you think
