Kurdish population and some of the Arab is illiterate.
The initial withdrawal of the troops which are new keeping
order, even if it did not lead to anarchy and a rising among
the Kurds, would certainly be regarded by peoples of the
*
pscychology and mentality of these wild areas as a surrender
by the country withdrawing her troops and,in so far as
they were able to record a vote in writing or orally, they
would be influenced accordii^y. No country, not parties
to the dispute (Turkey, Iraq and Great Britain as mandatory
might be regarded as such parties) would send troops to
police the area. Then again for the drawing of a frontier
some small unit, such as a Kaza must be taken, but the
Kazas in the vilayet are all of different sizes and
importance, many of them aie sparsely populated, many of
them are inhabited by nomads and many of them by 3 or 4
different races.
Of course these technical difficulties were
present when Feisal was acclaimed King, but thefcethe
issue was a broad plain one, not the more delicate issue
of the trace of a frontier and generally it was not
difficult to find the consensus of opinion, without taking
one vote per head of every inhabitant, nomad or sedentary,
in the vilayet.

and mixed a population. Some would think that they were
voting for Great Britain, others for "orhey, others for
the Arab Kingdom of Iraq, other for an autonomous or
