The Turkish Delegation's case for the inclusion
O-l .i.Iosul on strategic gfounds in Turkey rests
(1) on the fact that LIosul is the road centre
for the regions of Suleimaniyah, Kirkuk, Van, Bitlis,
Diarbekir and 3ert:
(2) on the pretension that the Djebel-Hamrin
Djebel-Pouhoul — Djebel-Sindjar range of foothills
forms a natural frontier between Turkey and Iraq:
(3) on the plea that Baghdad is not really
seriously threatersfi by a frontier some 60 miles fiom it
or, that if it is, the argument would equally apply to
Adrianopie, Constantinople and capitals of other States
in the world, quite apart from the danger which the
proximity of the Persian frontier must on this analogy
offer to Baghdad.

Our answer to these
(1) That while Mosul is undoubtedly a road centre
there are good roads between the towns of Southern
Anatolia Peninsula that forms most of modern-day Turkey. , such as Van, Bitlis, Sert and Diarbekir which
do not run through Mosul but entirely in Turkish territory,
and that there is a road^leading from Van to Rowandus which
does^run through Mosul, ** As proved by the recent
penetration of Turkish troops to the latter town:
( 2 ) That the Djebel—Hamrin is no military barrier
but really a kind of rolling down with gentle gradients,
and that its adoption as the frontier would cut the
capital of Iraq off from its main source of wheat supply
if war threatened and would enable Turkey, if she
desired,to do so, to keep an army corps at Mosul and from
