Turkey lias no need of all these commodities, which she
produces herself.
Baghdad is dependent on the LIosul Yilayet for
its wheat supplies to such an extent that during the
V/ar when the two Vilayets were separated hy military
operations the British authorities had to import wheat
from India to feed the district. It is true that before
the War, as the Turkish Delegation points out, Baghdad
also imported wheat from the district of Liarbekir, but
she is now freed from this necessity by the increase of
ner own cultivation due to better irrigation methods,
provided of course she can continue to receive the
Mosul supply. Again, the district of Erbil and Altun
Keupru, partfer Turcoman a& to the towns and mainly Kurdish
as to the agricultural areas, lives entirely on its
export of grain to Baghdad.
The trade between Southern Anatolia Peninsula that forms most of modern-day Turkey. and Iraq
is relatively insignificant just as is the trade between
southern Anatolia Peninsula that forms most of modern-day Turkey. and Persia, which in any case finds its
easiest route through Baghdad and not through Mosul.
It is of course possible that, other considera
tions apart, the disastrous effect of the separation of
the Mosul Vilayet from the Baghdad Vilayet might be
mitigated by really efficient and up-to-date customs
arrangements, but these are difficult to ensure in this
part of the v/orld and the fact that^ economically the
country ITorth of the existing boundary betv/een Turkey

on the one side and Syria and Iraq on the otheFTare
mutually independent of each other, adds to the over
whelming case for the inclusion of the Mosul Vilayet in
the State of Iraq.
