POLITICO
The Turkish Delegation claims that the Kurdo-
Turkish majority of the Mosul Vilayet and a large part of
the Arab population desires to return to Iraq because of
its political or historical affinities with Turkish mile.
Our answer to this is briefly that this may be
true of the Turks for the reasons already stated in the
above note on the ethnography of the Vilayet, but that the
result of a plebscite conducted throughout Iraq in 1919
gave an unanimous vote on the point that Basra, Bagdad and
Mosul should be united and form one State.
The Turkish Delegation claims that the hollowness
of this vote was shown by the insurrection of 1919-20
which was put down with great bloodshed by the troops of
the Mandatory, Great Britain.
Our answer to this is that this rising pas partly
due to propaganda from outside among uninformed tribes,
and the natural disinclination of what had hitherto

administration who collected taxes and ppent them for the
welfare of the people. In any case the administration of
that time was largely military and provisional, and it
was not until 1921 that, in accordance with our obligations
under the mandate, a real Arab administration was set up.
