a matter for submisaion to the Council and full
investigation by the latter in accordance with Article 15.
If Turkey refuses to accept the obligations of member
ship in the League for the purposes of this dispute and
resorts to war against Great Britain, the provisions of
Article 16 of the Covenant would become applicable and
all other Members of the League would have to undertake
"immediately to subject Turkey to the severance of all
trade or financial relations, the prohibition of all
intercourse between their nationals and the nationals of
the Covenant-breaking State, and the prevention of all
financial, commercial or personal intercourse between the
nationals af the Covenant-breaking State and the nationals
of any other State wheftier a Member of the League of not."
The Council would also have to recommend what effective
military, naval or air force the Members of the League
should contribute to the two forces to be used to protect
the Covenants of the League, and the Members of the League
would agree to give mutual support in the financial and
economic measures to be taken under this Article.
