mandate begins as follows
"The Council of the League of Nations considering
that the Principal Allied Powers are in agreement that the
territories of Syria and the Lebanon which onea formed part
of the Ottoman Empire should be entrusted, in frontiers to
be fixed by the said Powers , to a Mandatory Power charged
with the duty of advising, assisting and guiding the
populations in the administration, in conformity with the
terms of Article 22 (paragraph 4) of the Covenant of the
League of Nations
The draft mandate for Iraq was presented to the League
of Nations by His Majesty 1 s Government in December, 1920,
and again in a revised form in August, 1921, It has, hov/ever,
not yet been defined by the Council of the League as in the
case of the Syrian and Palestine mandates, but at the
beginning of October, 1921, the Chairman of the Council
addressed a letter to the mandatory Powers expressing the
hope that they would continue "to conduct the administration
of the territories committed to their charge in/the spirit
)1 .

At a subsequent meeting of the Council in that year
the British Representative on the Council explained that
owing to developments His Majesty 1 s Government had found
that the most suitable method of carrying out their
mandatory obligation in Iraq was to conclude a treaty of
peace with Peisal who had been acclaimed King of Iraq by
the population in the preceding August. This treaty was
concluded on October 10, 1922, and communicated in due
course to the Council of the League of Nations.
While, therefore, the mandate has not yet been
defined, our position as Mandatory in Iraq has been taken
official cognisance of by the Council of the League of
Nations,
