"The character of the mandate must differ
according to the stage of the development of the people,
the geographical situation of the territory, its*economic
conditions and other similar circumstances.
"Certain communities formerly belonging to the
Turkish Empire have reached a stage of development where their
existence as independent nations can be provisionally
recognised subject to the rendering of administrative .
advice and assistance by a Mandatory until such time as
they are able to stand alone. The wishes of these
communities must be a principal consideration in the
selection of the Mandatory."
In pursuance of this Article in the Treaty of
Versailles, mandates over Syria, I&lestine and Iraq, were
conferred upon Prance and Great Britain respectively at
San Remo in April 1920 by the four Principal Allied Powers,
Italy making a reservation as to her being satisfied in
the economic settlement with Turkey.
The frontiers both in Syria and Iraq were laid down
‘in some detail in the Treaty of Sevres, in the case of Iraq
the general reference to the Northern frontier of the vilayet’
of Mosul being regarded as a detailed description as the
vilayet frontier is laid down in the Turkish archives.
The frontier of Syria was subsequently modified by
the Angora Agreement of October 20, 1921, without the consent
of His Majesty's Government, and in the correspondence as
explained above the French Government reserved their right
to justify the change in the frontier when the general Bsace
Conference took place and did not refuse to see that frontier
adjusted in the general settlement. mandates for
