December 26, 1921, the French Charge d f Affaires in London
on the instructions of his Government stated that: ,T as
regards the revision of the northern frontier of Syria,
the French Government reserves to itself the right of
urging, at the time when the Treaty of Feace is discussed,
the reasons justifying this revision in the interests of
the Syrian mandate itself, which that Government is
particularly qualified to appreciate. In any event, what
ever may be the differences of opinion concerning the
value, even from a strategic point of view, of places
such as Uisibin and Jeziret-ibn-Omar His Britannic Majesty's
Government has already been assured that the French
Government is determined to forbid at all times on the
Syrian section of the Baghdad Hailway any movement of troops
capable of being directed against British mandated terri
tory. "
2. In the memorandum of essential points which you
communicated to the French Government through Lord Hardinge
on November 14th last the following were included.:-
"VI. Frontiers of Syria and Iraq . To be
maintained except insofar as the mandatory Powers may be
disposed to consider or to propose local rectification.
VII. Mandated territories in Syria, Iraq and
Palestine . No change to be admitted."
As a result of my conversation with M. Peretti on this
memorandum. Lord Hardinge telegraphed to you on November
I5th as follows
"Points VI and VII accepted without comment.
I may here add that M. Poincar^ mentioned incidentally
this morning that as to the question of Mosul, he regarded
it as a point of honour to support His Majesty's Government”.
