See last two paragraphs of Lord Curzon’s telegram
2To: 208 about the Iraq boundary question. Y/e got copies
of the telegram from the Foreign Office.
After discussion with the Department I prepared the
draft of a telegram to Lord Curzon of uhich I now enclose
a copy. The draft was submitted to the Duke, who general
ly approved its terms, but. preferred to refer it to the
Prime Minister before despatch. The Prime Minister, I
undei sc-and, did not take exception to the substance of
the draft, but thought it better, as Lord Curzdn had not
c.c ..■Uo_i_ iasked for our views, that we should not volunteer
them. I iiave obtained permission, however, to send a
copy of the draft privately to yourself. It may be useful
to you to have it in case Lord Curzon raises the question
again; but please regard it purely as an indication of
our Departmental view sent personally to yourself and not
as a formal communication from the Secretary of State.
