I have had lone- talk with Bedford and Wellman.
Position of State Department is that which it usually
adopts when American interests are concerned namely, that
while it will not pledge itself to support any particular
American group it will continue to support - if it can find
an excuse - the objection of American oil interests to oil
men of other countries developing any oil field without
including American interests. This is dictated by internal
political conditions.
I think United States government will refrain from
active diplomatic opposition to confirmation of Turkish
petroleum company’s title by Iraq government because all the
most troublesome American oil men are in group now negotiating
work with Anglo-Persian. They will not however pledge
themselves in advance to any course for fear of political
opposition in Congress.
I have urged Bedford to do all that he can to persuade
State Department to instruct Mr. Harvey fully as to their
(group omitted) so that he on his return to London may be
in possession of accurate information which he can convey
to you.
