As regards the defence of/Bagdad and Mosul com
munications, it must he remembered that once we have a
frontier in a treaty and Turkey enters the League of
Nations, any attempt to upset that frontier may
bring the largefmachinery into play and may at any rate
make the Turks think twice before they attempt its
violation. We do not want the Kurds and the Arabs
do not want the Kurds.
It might, for instance, be possible to begin by
offering the Turks, as you suggested some i 110
strip of territory which includes suleimsnyeh, jOUtua.

and Rowanduz. As Mr. Bullard has pointed out,
the difficulty is that this would immediately lead
to a demand (difficult to fight) for the return of
the Turkish or Turkoman towns immediately to the west
of this frontier, namely srhid en d Kifri. If
these had to he ceded, the best road communication
between Bagdad and Mosul would go, and the Turks would
have this good strategic route lying parallel and close
to the Tigris. But even this danger might in the last

in southern Kurdistan.
