railway from Baghdad to Mosul via Kifri Kerkuk
and Arhil would undoubtedly be that latter three
centres in which pro-Turkish factions already exist
would either "Go Turk" forthwith, or would need to
be held by very strong garrison in order to prevent
the contingency. The danger and inconvenience in
general in having the Turks right down to our right
•x>
flank is (groups undocypherable) particularly dangerous.
We should be restoring to Turkey a large tract of
territory included in our mandate and covered by our
recent treaty with Iraq and should thus be imitating
the example of Prance in regard to Cilicia which was
the subject of (? most) hostile criticism in Iraq,
(4) To take such a step without consulting the
Kurds whom we have recently been encouraging in
direction of independence under the suzerainty of
Iraq would be regarded as a signal breach of faith.
(5) Ab the concession in any case does not give
the Turks what they really want they would only accept
as a step calculated to facilitate the achievement of
their real objective later on above grounds I earnestly
hope it will be possible to satisfy the Turks with
participation in oil projects in Mosul Vilayet and
at the worst the restoration of Rowanduz town and
immediate neighbourhood in exchange for Madia.
I am now returning to Baghdad and strongly advise
provided that he can get there in time I be authorised
to despatch my Secretary Major Boudillon to Lausanne
by air. He is much more up to date in regard to the
present Kurdish situation and topography than either
Major Young or Mr,Bullard. He can leave imnediately
on receipt of your reply”.
