been the main centre of "Turkiem" in Iraq. If they did accept
it. it would merely be as a first step towards the acquisition
of the "Turkish" towns, from which they would realise that we
could not permanently exclude them. Once in occupation of the
"Turkish" area, they would have cut our line of communications
between Mosul and Bagdad. It is true that the railway north
of Baghdad takes at present the line of the Tigris. But this
line was adopted for purely strategic reasons; everybody is
agreed that the proper alignment for economic and other purposes
run^ through Kifri, Kirkuk, Altun Keupri and Erbil. A line
running as far as Kifri is actually in existence. With these
places in Turkish hands the position of the Arab state at Mosul
would be absolutely untenable,
nven supposing that the suggested frontier could be main
tained and that our true line of conmunications could be pre
served. it would still be flanked for a distance of some 200
miles by a wild mountainous area, full of truculent tribesmen,
over whom the control of the Turkish Government would, no doubt,
be as ineffective in the future as it has been in the past. f e
should have constant trouble from raids and disturbances on our
border. Precluded, as we should be. from direct intervention,
our only remedy would be through the diplomatic channel at
an tantinople. The inefficacy of that remedy needs no demon-
stration. The position could only be maintained if Kirkuk were
neld in great military strength, at a cost which it would be
futile to ask the British taxpayer to bear.
The upshot is that in tte view of the department the
suggested compromise is no compromise at all . it i nvolves
m effect the surrender of the Mosul vilayet with all the con
sequences which that surrender would entail..
