the Southern oilfields round Mosul, loyalties in
itself implies the sovereignty of the Fewer to whom they
are paid over the territory in question. I therefore
took the opportunity again to explain to Mukhtar exactly
what we meant, namely, that as the proposal to enabla
the Turks to participate in the Turkish petroleum Company
raised a complicated issue, we had thought that a better
arrangement might he made whereby the Iraq Government
would allow some percentage of the royalties, which were
only due to her as the sovereign of the country in which
the oilfields are situated, to be paid over by the
Company to the Turkish Government; but that there was no
question of any of the oilfields remaining in Turlieh terri
tory.
I pointed out that it was absurd to expect us to ^ry
to make this difficult arrangement to satisfy Turkey over
the Oil, if in return we were not to receive the T quid pro
quo 1 which Mukhtar himself at the last meeting had given
us to believe that we were certainly to receive - namely,
the settlement of the frontier i.e. the present a.dministra,-
tive frontier with some local rectifications, in our favour.
Turkey was asking both for the frontier and for participa
tion in the Oil. I also asked him how he could expect that
the Company would be willing to contemplate giving such
advantages to Turkey if in fact she was not to receive in
return the security which she desired from remaining inside
the frontiers of the British mandated State.
Mukhtar enquired why if this same Company was willing
to work the oilfields in Turkey before the war, they would
not be willing to do so to-day. I said that I did not
wish to go over the past more than was necessaiy, but
leaving.••
