Mukhtar Bey asked for an interview this morning
to give a provisional answer regarding the points v&Lich
we had raised with him about Iraq, and Oil. The
conversation was not very satisfactory. Without being
precise as to what frontier he wants Ismet Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. had
instructed Mukhtar Bey to explain that, owing to Article
1 of the National Pact, he cannot accept the present
administrative frontier of Iraq., even in return for a
payment of royalties or of participation in the Turkish
Petroleum Company. Apparently, Ismet Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. considers
that most if not all of the Kurdish territory to the
North and East of Mosul, and, as far as I could make
out, Mosul itself, should be within the Turkish frontiers,
on the ground that the Kurds prefer to remain inside
Turkey. Mukhtar Bey incidentally spoke of the voice of
20 Kurdish deputies in the Grand National Assembly who
would never allow the Grand National Assembly to yieldI
I explained that I was not authorised to discuss
the question of the frontier, as Lord Curzon had made
it quite clear to Ismet Bisha in his first conversation
that there could be no question of a change of frontier,
but only a question of some arrangement by which Turkey
might benefit by the oil exploitations in Iraq.
Incidentally, I think our use of the word "royalties”
the other day, although we thought that we had made it
quite clear exactly what we meant, may have led Mukhtar,
or at any rate Ismet, to think that we were prepared to
leave some of the oilfields in Turkey. Mukhtar did
indeed speak of the oilfields round Zakho, Lohuk and
Aqra,at one point in our conversation, as distinct from
