I have the honor to acknowledge the receipt of your letter No. 1464P., dated
, „ 9th July 1874, forwarding, for my information, a
* No. iia, dated Both June 18/4. CO py 0 f a despatch * which has been addressed by the
Government of India to Her Majesty’s Secretary of State relative to several cases
connected with slave-dealing carried on by natives of India at Zanzibar; and
also a copy of a Minute by the Hon’ble Mr. Hobhouse, dated 24th June 1874,
which formed an accompaniment to the above despatch.
2. This matter is one of the highest importance, and as there are several
questions connected with it which it is desirable should be fully ventilated
before a final decision is arrived at, and with which I think it probable the
Government of India are unacquainted, as notwithstanding the voluminous
correspondence which has passed upon the subject, I cannot find that they
have ever been properly laid before that Government, I would respectfully
submit tha^ the issue of instructions to Her Majesty’s Consul-General at
Zanzibar be deferred until I have had another opportunity of laying those
debateable points before His Excellency the Viceroy and Governor-General for
his consideration.
