8. With reference to paragraph 6 of last week’s summary, Hajji Mirza Ahmed
Khorassani, one of the Irak mullahs at Kermanshah, came to Tehran on the 27th July
as their representative to discuss the situation with His Majesty the Shah and the
Government. On arrival near the city he visited the mosque at Shabdul Azim, where
he prayed, and then made a state entry into the city in a carriage provided by His
Majesty the Shah.
Representatives of the Shah and of the Government and clergy met him, and large
crowds, with about 200 carriages and motors, formed a procession accompanying him
through the streets. Troops were called out to assist the police in maintaining order.
Two of the Tehran Mujtahids, named Sayyid Ahmed Behbahani and Sayyid
Mohamed Tabatabai, had a quarrel as to who should put up the distinguished visitor. ,
Each was supported by a section of the crowd, and a violent disturbance took place.
The police restored order with batons, one Persian being killed.
9. The Persia post office has issued a notice that letters are now accepted for
addresses in Russia.
10. With reference to paragraph 11 of last week’s summary, daily conferences
have been held in the Russian Legation regarding Koshtaria’s projects, Shumyatski
himself presiding. A reliable informant states that a decision was made to demand—
(a.) That the Persian Government be asked to return to Koshtaria all immovable
properties belonging to him in Gilan and Talish.
(6.) That the Persian Government be asked to recognise the right of Koshtaria to
certain oil and forest concessions in Northern Persia which he was in
possession of before the Russian revolution.
11. On the 26th July the “ Ikdam ” published an abusive article against the Shah
and the Premier. On the 27th July the paper’s offices were closed by orders of the
Prime Minister.
On the 28th July a new paper called “ Peian ” took the place of the “ Ikdam,”
under the editorship of Abbas Khalili, the editor of the “ Ikdam.”
12 Anti-British articles directed against British policy in Irak continues to appear
in the local newspapers. Examples are given in the appendix. 516
