15. M. Shumyatski has received instructioDS from Moscow to organise a fund for
the collection of subscriptions for the new Russian aerial fleet. Apart from voluntary
subscriptions, a percentage is to be deducted from the salaries and wages of all Soviet
officials and employees in Persia.
16. M. Batmanov, Russian consul appointed to Ahwaz, left Tehran on the
19th September to take up his post.
17. M. Svanidze, the manager of the new Russo-Persia Bank in Tehran, has
quarrelled with M. Shumyatski. He left Tehran on the 15th September for Moscow
to complain against M. Shumyatski’s interference in the affairs of the bank.
18. The first number of a new newspaper called “ Humieh Jawanan ” made its
appearance on the 1 8th September.
[t contained strong articles against the clergy, and advocated more freedom for
women and the abolition of the custom of veiling women’s faces. All issues of the
newspaper were confiscated by the police on the 19th September.
19. With reference to paragraph 13, Intelligence Summary No. 35, dated the
1st September, Dr. Millspaugh returned to Tehran on the 20th September with his
bride. ’ The reports that his visit to Beirout was for any purpose other than matrimony
are without foundation.

20. The Russian consul at Astarabad has been instructed by M. ’ Shumyatski to
organise a Russian free school for children in Astara, to be opened by the end of
this year.
21. Bandar-i-Gaz .—The Russian authorities have stationed a war vessel permanently
at Bandar-i-Gaz as well as at Enzeli.
