I HAVE the honour to transmit to your Lordship herewith copy of Intelligence
Summary No. 38 for the week ending the 22nd instant, compiled by the military
attache to this Legation.

Intelligence Summary No. 38 for Week ending September 22, 1923.
Gilan.
WITH reference to paragraph 3 of last week’s summary, the dispute between the
Russian and Persian authorities over the fishery buildings at Enzeli has not yet been
settled. Russian sailors, in the meanwhile, continue to guard the buildings.
2. A meeting of the Russian Communist party at Enzeli was held on the
25th August under the
presidency
The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent.
of Seisin, assisted by the vice-consul, Bragin
Kurayodov, as secretary. Seisin made a long speech pointing out that the Communist
party had been steadily losing ground for several months, and that serious efforts must
now be made to restore it to its former unassailable position. The members present
agreed to this, and it was decided to ask the Centre to work out and send them a
definite plan of campaign on which to work in future. A resolution was also carried,
that a certain Communist named Vronski, due shortly at Enzeli from Russia, should
bring with him a consignment of Communist propaganda literature for distribution.
In addition to Seisin and Kurayodov, the following Communists were present at
the meeting :—
Poustobaev. Tavrovski. Dojdukov.
Garanin. Peikates. Urodetski.
Pyatakov. Rezaev. Samurenko.
3. A consignment of Russian propaganda literature was landed from the “ Martin ”
(one of the fisheries vessels) at Enzeli about the 12th September. Two special agents,
who were staying at the Russian consulate at Enzeli awaiting the consignment, took it
over on arrival and left Enzeli on the 14th September for Tehran. These agents are
named Rustam Beg Kalantarov and Muhammad Ali. The former is destined finally for
Ker manshah, and the latter for Shiraz, for carrying out Communist agitation and
propaganda.
4. The steamship “Voivoi” arrived at Enzeli on the 9th September bringing
20,000
tomans
10,000 Persian dinars, or a gold coin of that value.
in silver from Baku for the Russian vice-consulate at Enzeli.
5. The German trading vessel “ Pioneer ” left Enzeli on the 9th September for
Hamburg with a cargo of cotton, dried fruits, rice, &c. The second German vessel,
“Enzeli,” left Enzeli on the 10th September for Hamburg, and possibly Liverpool.
She has a cargo of 200 tons of boxwood consigned to Messrs. Harbin and Co., Liverpool,
and a quantity of oak staves for barrels. The shipping agents are a little doubtful
whether these vessels can get through to the Baltic before the ice closes the waterways.
Azerbaijan.
6. Astara. —A serious incident has occurred at a frontier post named Diman,
between Belyasuvar and Astara. This post was occupied by a small detachment of
Persian troops. Two Russian soldiers came to it and demanded its evacuation by the
Persians, on the grounds that the post lies in Russian territory. The Persians denied
that the post is in Russian territory, refused to evacuate and arrested the two Russians,
