ed from various nationalities friction and rivalry will
inevitably result and that task must consequently pe en
trusted to a single power and one enjoying good will and
support, of Great Britain.
If it is decided by Assembled Towers that Persian
nettle must be grasped in general interests of civilisa
tion and welfare of neighbouring States I am convinced
only completely satisfactory solution will be to have a
trained administrator in control of every Department of
the State and in every provincial Government. Thi
would be for a specified time of years during which (? as
a matter of fact) Persians would be associated with these
administrators and trained with a view to taking their
place in due course.
It goes without saying public opinion in Persia
(voiced at Teheran) would not as a whole accept such a
measure of control spontaneously but I believe Persia
would resign herself to it if it was imposed upon her byv
a decision of the Assembled powers for a specified period
and in return for full guarantees of her independence and
integrity and safeguards against unscrupulous exploita
