4. Appointment- of a British Financial Adviser in
view of existing financial obligations of Persia to His
Majesty' s Government and of future assistance which w e
should be prepared to give.
5. Withdrawal of British troops at the earliest
possible moment justified by the situation.
Ws regard these proposals as extremely generous, an
our Abject in making them is to dispel suspicions and
assure Persians of our good faith and genuine desire uo
help them. We hope and believe Persian Government will
meet •us in the same spirit. But if they do not, and if
proposals prove unacceptable, we may have to consider
desirability of withdrawing our help altogether.
