mutilated hut in absence of any allusion to mere
propaganda in press, it was incorrectly assumed that
Persian Government desired to make public announcement
of receipt of certain guarantees from His Majesty 1 s .
Government and that in accordance with customary diplo
matic procedure such guarantees would be in writing.
As regards propaganda articles in the .press, there
is always a risk that publicity of this nature may
occasion all kinds of discussion and even retard negotia
tions. On the other hand if you are convinced that local
