With reference to the despatch from the Secretary in the Secret and
Political Department, No. 147, dated the 1st August 1873, regarding the pro
jected exploration of the
Persian Gulf
The historical term used to describe the body of water between the Arabian Peninsula and Iran.
by a British Company to he established
for the purpose of Pearl Pishing, we have the honor to forward, for the inform
ation of Her Majesty’s Government, a copy of the papers noted in the
accompanying Abstract of Contents, containing a report of the arrival at
Bushire of Lieutenant W. Grant, late of the Indian Navy, who was deputed
by the projectors to make certain enquiries on the spot. These enquiries have
apparently resulted in the abandonment of the scheme for the present.
2. Begarding these Pearl Pisheries we would refer Your Grace to the

Europeans and Natives who stationed divers with
patent diving apparatus on the pearl banks in the vicinity of Bahrein. It was
then decided with the approval of Her Majesty’s Government that no attempt
should he made to systematize the customs, privileges, and rights connected
with these fisheries, hut that each complication should he separately dealt with
on its merits when the necessity arises.
3. As the present scheme has been abandoned, we consider it unnecessary
to do more than to invite Your Grace’s attention to our despatch No. 149, dated
the 15th July 1872, in which we observed, with reference to the case of the
English diver who had taken employment under the Turkish Government, that
we “ could, not at any time look with favor on the employment of a European
British subject in such an enterprize.”
