This part of the volume consists of copies of enclosures to a despatch from the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. Secret Department to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. , Number 92 of 1848, dated 1 November 1848. The enclosures are numbered 3-4 and are dated 15 July to 14 August 1848. The enclosures consist of copies despatches from HM Chargé d'Affaires to the Court of Persia [Iran] (Lieutenant Colonel Francis Farrant) to HM Secretary of State for Foreign Affairs (Lord Palmerston), concerning the state of affairs in Persia, received under flying seals by the Chief Secretary to the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. . The despatches in No. 3 are numbered 53-59 and are dated 23 to 29 June 1848, and the despatches in No. 4 are numbered 62-68 and 70 and are dated 10 to 31 July 1848. Some of the despatches include copies of enclosed correspondence, including correspondence between Farrant and the Prime Minister of Persia [Sadr-i A'zam], Hajee Meerza Aghassee [Haji Mirza ('Abbas Iravani) Aqasi].
The enclosures discuss matters including:
- The situation in the Province of Koordistan [Kurdistan]
- Affairs in Khorasan and Mazanderan [Mazandaran]
- The invasion of districts of Bunder Abbas [Bandar Abbas] rented by the Imaum [Imam] of Muscat, by a force under the command of the Governor of Kerman
- Reports of the invasion of the territory of Khiva by a Russian force
- A packet of letters in the charge of a courier of the British mission being carried off by force and opened on the road to Shiraz
- Russian influence in Persia
- Actions taken by HM Chargé d'Affaires in response to Meer Ali Naakie Khan [Mir 'Ali Naqi, also spelled Meer Alee Nekkee Khan in this item], the confidential agent of Prince Bahman Meerza [Bahman Mirza], being seized upon entering Tehran by a party of the Shah's gholams [ghulams], despite Farrant having previously obtained a written guarantee from the Persian Government that Meer Ali Naakie Khan's life and property were secure and that he was pardoned for any offences he might have committed; and the assistance given by HM Chargé d'Affaires to the Elkhane [ Ilkhani The paramount chief of certain tribes in south west Iran. ] of Fars.
