In connection with the present negotiations
with Persia the Minister at Tehran has been instructed
to take up the question of British and Indian private
ano commerclal claims against the Persian Government.
I attach copy of a letter from the Government of
India, showing the extent of British Indian claims (
against Persia, u so far as they, can be ascertained
from the records of the Government of India”.
I shall be grateful for any observations you
may have to offer on this list. It is exceedingly
difficult to check at this end, and we do not, of
course, know what the Minister at Tehran is putting m
under the head of “British Claims”. There may be other
gaps in the statement supplied by the Government of
India, but for the moment I notice only that they have
not apparently taken account of the payments made to
various officers (Mr. Maclaren, Ir. Oakshott, Major
Noel, and the Munshi A term used in the Middle East, Persia and South Asia to refer to a secretary, assistant or amanuensis. Munshis were employed in the British administration in the Gulf. of the British Consulate at
Resht), amounting in all to £9,500, and paid in 1919
(half being met by the Treasury) in anticipation of
subsequent recovery from Persia. You may be able, from
your records, to trace other similar omissions.
