Please see previous submission on P* 4054/29,
below. The Government of India’s subsequent
telegram of 22nd June on P. 4272, showing that the
total of British Indian claims against Persia amounts
rougnly to £36,000, should be read with their letter of
26th June on P. 4684 to Tehran, which sets out in
detail the extent of British Indian claims against
Persia, From the reference to the Accountant-General
below it will be seen that the list in question is not,
apparently, complete, and it seems desirable to let
the Foreign Office (who have had a copy of the list)
know the position - the information will be more aptly
communicated to Tehran by them than through the
Government of India.
From Sir Robert Clive's despatch of 16th
June on P. 4594/29, it seems that the prospect of any
recovery in respect of any of these claims is
exceedingly small, and that pressure to secure it may
be met by counterclaims of a similar nature by Persia.
The Foreign Office are particularly anxious to
establish a basis for a claims settlement for inclusion
in the general Treaty, and Sir Robert Clive has again
been reminded on this point in the last few days. But
the general atmosphere of Tehran despatch of 15th June
is far from hopeful, and it will be seen that the
Minister is not, at this stage, at any rate, prepared
to take any action on the suggestion made in Foreign
Office telegram No. 183 of the 30th May, on P. 3808/29,
flagged "J". A draft letter to the Foreign Office is
submitted.
