British subjects against the Persian Government,
and the line to be taken in this matter in the
Treaty negotiations.
As will be seen from the Foreign
Office despatch No. 585 of the 4th December,
now submitted, closer investigation of the
c <
position goes to show that the procedure until
recently contemplated is open to objection.
It will be remembered that it was proposed to
establish a Claims Commission with a neutral
President, to decide by an arbitral award
such outstanding claims as the British and
Persian Governments might care to bring before
it. For the reasons stated by the Foreigi
Office, it is now proposed to abandon any
attempt, at any rate for the present, to induce

  • Claims of British subjects against the Persian Government, and the forming of an Anglo-Persian commission of enquiry to assess these claims
  • British Government proposals for a final inclusive settlement to be paid by the Persian Government, in return for the liquidation of all outstanding British claims
  • Persian railways
  • British financial interests in Persia.

Also included in the volume are reports and detailed summaries of British Indian and British claims against Persia (ff 465-466 and ff 485-489 respectively).

The principal correspondents are as follows: British Legation, Tehran (correspondence sometimes comes from Gulhek [Qolhak, also written as Gula Hek], which was the Legation’s summer hill station); Foreign Secretary to the Government of India, Imperial Bank of Persia, Treasury; Foreign Office.
