Armenian's offer of safe conduct for Dunsterville to Baku clearly
cannot be taken advantage of owing to present situation. At the
same time it appears possible that with co-operation of Armenians
and Bolsheviks he may be able to reach Enzeli and to gain control of
Caspian flotilla. How many Naval officers and ratings could you
spare from I.W.T. to assist Dunsterville to take over the flotilla
should this occur.
