3 Major General Sir George Ifacdonogh considers that there
ire no grounds for sanctioning a further subsidy over and above
the amounts specified in paragraph 1 above, and that rather than
do so. the force *hich is only nominally a Division, should be
allowed to revert to the status of a Brigade.
The only conditions which would in Major General Sir George
Macdonogh's opinion justify the increased subsidy proposed by
Sir Charles Marling would be the introduction of British
Officers (who mifjit subsequently be replaced by American
Officers), in which case it would be reasonable to anticipate
an adequate return for the additional expenditure incurred.

and to the Secretary of the Eastern Comittee.
