Sir,
1 am directed to inform you that the attention
of the Secretary of State for India has been called to
statements made in the i ress and to reports current
elsewhere that prior to his advance on Ctesiphon General
Townshend the Officer in iniiiediate command of this phase
of the operations protested tnat the force at his disposal
was inadequate for the purpose.
In this connection 1 am to invite your attention
to the following passages frora a leading article published
in ”the Times’* of April 1st viz:
"Whoever knew or did not know General Townshend’s
grave wamir^s of the risk of an advance to Baghdad, tnese
warnings were fully and repeatedly expressed to bir Joiai
Mxon**; and again: "there can be no doubt that before
ue moved a step from nut General Town an end had constantly
declared that his force was insufficient".
I am to say that J r. Secretary Jhamberlain is
far from assuming the accuracy of the reports current in
the press and elsewhere but considers it necessary that he
should have definite knowledge of the facts.

The successor to the Court of Directors. , collected for the Mesopotamian Commission which was convened to examine the causes of the besieging and surrender of the Indian Expeditionary Force in Kut-el-Amara [Al Kūt].
The papers cover a range of topics and include the following: General Townshend's assessment of the situation after the Battle of Kut-el-Amara; a précis of correspondence relating to the origins and development of the Mesopotamia expedition; and a collection (ff 396-399) of private telegrams between the Secretary of State for India and the Viceroy, prior to the outbreak of war with Turkey.
The file also includes some tables showing the strength of General Townshend's force at Ctesiphon (folio 111) as well as the Indian Expeditionary Force 'D' (In Mesopotamia) Troops of the 6th Poona Division (folio 114).
