In a telegram to the Viceroy the object of the expedition
is defined as occupation of Abadan,protection of oil
tanks, covering landing of reinforcements and demonstra
tion of support to Arabs. For this,the Force, with war
ship at Ivluhammerah is considered ample. Th remainder of
Division would,however, be required if war ensued and sug
gestion is made to send a first reinforcement to Basidu.
Maj Shakespeare will shorter endeavour to communicate per
sonally with Bin Saood.The management of Expedition will
devolve 4n India but instruction as to its scope willbp
sent from England. The Viceroy is invited to give a full
expression of his views.
The Resident,Bushire is asked to inform Bin Saood that
Maj Shakespeare wil. reach Bahrein about 4th Novr in
order to communicate important matters on behalf of Brit
ish Government.
Viceroy intimates^departure, on 14th Oct*-,of leading Bde
with 2 Mt Battys and a Coy S & M.
The Viceroy points ouu that landing at Abadan would invol^
violation of Persian neutrality by us and by Turks & wouS
be objectionable to Indian Moslems. Turkey might also
seize Persian territory farther north and we should have
to defend Eoweit. Suggest landing at Bassidu as prefer
able alternative and says that Abadan could be protected
by warship.
The Admiralty give instructions to C in C East Indies
regarding convoy of leading Brigade.
Consul,Basra reports that he hears Wali is sending a Saa
Bn of Infty and a Coj 7 of Gendarmes to Hassa, possibly
using a German merchantman as Transport. Resident con
siders this very objectionable and suggests forbidding
all armed movements by sea in Gulf.

The successor to the Court of Directors. , collected for the Mesopotamian Commission which was convened to examine the causes of the besieging and surrender of the Indian Expeditionary Force in Kut-el-Amara [Al Kūt].
The papers cover a range of topics and include the following: General Townshend's assessment of the situation after the Battle of Kut-el-Amara; a précis of correspondence relating to the origins and development of the Mesopotamia expedition; and a collection (ff 396-399) of private telegrams between the Secretary of State for India and the Viceroy, prior to the outbreak of war with Turkey.
The file also includes some tables showing the strength of General Townshend's force at Ctesiphon (folio 111) as well as the Indian Expeditionary Force 'D' (In Mesopotamia) Troops of the 6th Poona Division (folio 114).
